This issue occurs if you perform a full Transport Layer Security (TLS) handshaking of devices that do not support EMS, especially on servers. EMS support has been available for all supported versions of Windows since calendar year 2015 and will be gradually reinforced by the installation of the monthly updates from October 8, 2019 and later.
    • Fixes a problem with applications and printer drivers that use the Windows JavaScript engine (jscript.dll) to process print jobs.

    So I downloaded latest servicing stack update and 10/8/19 cumulative update, updated stack then updated the rest aaaaaaaaand computer wouldn't boot up. Stuck on the logo screen After waiting for about an hour I went into recovery, but to add insult to the injury the update didn't create restore point, as it should , so restored it to latest back up made 3 days ago. I guess now I'll wait for another cumulative update and hope they'll fix it.

    I see remarkably few reported problems with the October 2019 incarnation of Patch Tuesday.

    Looks like the printer problems have been resolved (only took MS four tries). I haven’t seen anybody with exploding Start menus or missing Cortana boxes — I know, that’s a feature, not a bug.

    What have I missed?

    Of course, I recommend that you NOT install any Windows/Office/NET patches just yet. There’s a reason why we’re on MS-DEFCON 1.

    I installed the KB4517389 update on two machines running 1903 (an old Dell Inspiron laptop from 2007 using Intel Core 2 Duo mobile cpu and a custom built PC using an ASUS board with an AMD Phenom II X4 cpu) and I am not getting those kinds of problems. I wonder what kind of computer are you using, pete962.

    wow those previous "out of band" updates released from Mon Sept. 23 to Fri Oct. 4 seem to taste like bad / rotten apples (yup, those updates seem to cause more pain as this ZDNet article pointed out). though it looks like MS seemed to have redeemed themselves with the Oct. 8 update ;)

    I have few laptops, latest update worked fine on my old MSI Apache and my wife's Dell, didn't work on 1 yr old HP Omen, but I went back, didn't update stack this time at all and shut down wifi and it worked. I kind of got used to it, HP Omen fails to boot on about 50% of updates I did over last 12 months, but once the update goes thru, laptop works fine, no problems at all, except well known issues, like Cortana high CPU usage, or search not working, after disabling Bing, but that's all fixed by MS now. Personally I think it's a very poor programing on MS part: if the update has issues, it should time out, roll back and show error message, here it just locks up forever.

However, with the Windows 10 1909, Microsoft is changing its approach to a feature update and an update every year. Because the new functions of the Windows 10 1909 are already integrated since the Windows 10 1903 18362.329, but not activated. Only the KB4517245 switches these free.

    Yet another Win10 version 1903 cumulative update video bug: Installing this month’s first cumulative update clobbers some Intel video drivers Askwoody.com | October 16th, 2019

    Mayank Parmar at Windows Latest has connected the dots on another Win10 version 1903 cumulative update KB 4517389 bug. (See the next post for yet another unacknowledged bug.)

    Per Parmar:

    If you install Windows 10 KB4517389 (Build 18362.418) on a PC that has Intel display driver version 26.20.100.7157 or possibly other versions, basic features like Start menu, Windows Search or Google Chrome will render incorrectly… At the time of writing this story, more than 60 users have confirmed display issues on Microsoft’s community forum. Users have documented the following bugs:​

    • Windows Search and Internet Explorer with ‘X’ across dialog and links
    • Triangled images in Microsoft Word.
    • Chrome rendering a black screen.
    This one hasn’t been acknowledged by Microsoft, either.

    Looks to me like the folks running the Release Status Information page are asleep at the wheel.

    From an end user standpoint, 1903 is absolute horses***. I ran it for a whole month getting random cpu spikes, extremely heavy cpu usage and battery drain. I decided to take the bullet and go back to 1809 and all of a sudden my computer is back to normal. I'm almost afraid to update to 1909 thinking since its just a service pack it will have all the problems that 1903 carries.

    That Microsoft's updates for Windows 10 have been problematic is hardly a revelation, but the scale of the problems just keeps on growing.

    We have already written about numerous bug-ridden updates, including KB4517389 breaking the Start menu and Edge. Now this same update is being blamed for display issues and random BSODs.

    Posts on the Microsoft community forums show that the problems that have received attention so far are not the end of the story when it comes to KB4517389. Some users -- including Walter Farrell -- complain of BSOD problems, and error messages referencing cldflt.sys. While Microsoft has yet to acknowledge as much, KB4517389 is thought to be to blame as removing the update eliminates the issues.

    As reported by TechDows, there are also reports of BSOD issues when using Affinity software. Again, removing the update fixes the problem.

    The update issues do not end there. WindowsLatest also reports that when KB4517389 is installed on systems with certain versions of the Intel display driver, there are rendering issues with the Start menu, Google Chrome and search in Windows. In this instance, affected users have a choice between uninstalling the update, or rolling back to an older version of the driver.

    Is there a Win 10 version that work as intended? :rolleyes:


    Of course Micro$lope engineers haven't the time fixing the flaws on newest OS. There are many other things that are much more important for the moment. Make features to try lure people over on flawed Win 10 etc

    The beatings (consumer beatings) will go on until Microsoft is held accountable. No real competition that consumers can leverage. No incentive for Microsoft than to be the monopoly that they are. The sad thing is companies like the old AT&T (Ma Bell) and Standard Oil (Rockefeller vintage) were broken up because they exerted too much vertical influence in the market-place. Makes me wonder if the Microsoft update model of free updates should be changed to pay per update. If Microsoft's bottom line depended on consumer acceptance and continued financing, they might be better incentivized to put out a quality product.

    ROFLMAO... Having the Start menu broken is a mistake, but a good one. It sucked so badly already that getting broken is an improvement. I only use third-party Start menus because only the third-party Start menus are any good. If we're really lucky maybe the Redmond Retards will break more of the things lots of us hate about Windows 10.

    The Start Menu is Micro$haft's curse since Windows 8, ever since they decide try to be overly smart and change what worked forever (ie. the classical Windows XP and 7 start menus). They can't figure out this piece of art they keep breaking it and fixing it.

    I did try to get used to it once and organize it, that lasted for about 10 mins until I got frustrated with the Start Menu randomly crashing when I drag and drop items to organize them as I wish and that happened on all builds BTW not any particular one. Classic Shell FTW

    I used the stock Start menu and played footsies with Cortana the digi-slut for more than a year, on a company computer that I was not allowed to tweak. This was for 40 to 60 hours per week and I had no option but to put up with it. I never hated it any less than I did on day one and I still refuse to put up with it now--over 5 years into a life that includes W10--if I am given any option not to. People seldom "learn" to like what they hate; they only grow numb to it. Kind of like having really stinky tap water or living downwind from a cattle feedlot. You never like it, but it eventually becomes less nauseating because you get desensitized. The nicest thing I can say about being forced to use it for so long is that my hate for it is real and not some silly notion about "resistance to change" that the Kool-Aid drinkers like to think.

    I used Classic Shell for a long time and it's really good. My personal preference is StartIsBack and that is what I use now. I like Classic Shell more than Start10, but any of these options are better than using what the Redmond Retards call a Start Menu.

    That KB4522355 update for 1903 seems to bring back the missing or disappeared "feature update deferral" option as noted in this Computerworld.com article:

    even though MS has not acknowledged the "missing update deferral" option problem and also did not mention being fixed with the recent update, the 1903 version is finally stable enough to use :D

    .NET Framework Updates 13.11.2019 for Windows 10

    Microsoft provided new .NET Framework updates for download for all versions of Windows yesterday. These all fix a bug that was listed in the known issue with the October 24th update (October 15th).

    Common Language Runtime (CLR): Fixes a problem where ClickOnce applications and applications that create the default AppDomain with limited privileges experienced application startup, application runtime, or unexpected behavior failures.

    The observable problem was that System.AppDomainSetup.TargetFrameworkName was null, which caused problems that allowed the .NET Framework 4.0 behavior to be restored.

    There are new Intel microcode updates for all Windows versions. It is the KB4497165 (Windows 10 1909/1903), KB4494174 (Windows 10 1809), KB4494451 (Windows 10 1803), KB4494452 (1709), KB4494453 (1703), KB4494175 (1607), KB4494454 (1507.
    The revised versions concern the CPUs: Denverton, Sandy Bridge, Sandy Bridge E, EP, Valley View, Whiskey Lake U. You can read the individual descriptions here. And if your CPU is in the list, install the update:

    Depends if you are very hanged up in security or run commercial business who need maximum security. I'm sure there is easier way for scammers/virus makers come into your system.
    And You have already disabled some of the security fixes as you say so this new one won't make the big differences.

    And not sure if this new updated microcodes is for your system. "The revised versions concern the CPUs: Denverton, Sandy Bridge, Sandy Bridge E, EP, Valley View, Whiskey Lake U"

    I can easily live without those new microcode patches. But it's up to the different persons take own choices :)

    MS search is somewhat broken on 1809 but it doesn't happen often on v1809.
    Have you tested new uCodes from Intel? I'm not impressed by it.

    Microsoft has again released a cumulative update, KB 4551762 for Windows 10 1909 and Windows 10 1903. The version number increases marginally to 18363.720 and 18362.720.

    The vulnerability, dubbed SMBGhost or EternalDarkness, only impacts devices running Windows 10, version 1903 and 1909, and Windows Server Server Core installations, versions 1903 and 1909. Yeah, new is always better:)

    I can promise you that they do not. They often get lucky, but it seems their luck is starting to run out more often. If you want it done right you must do it yourself.

    In addition to not doing a good job, they do not have the best interests of consumers at heart. They place their own interests above consumers.

    To be fair, most of us are not their customers. We are merely people who are authorized to use the software products they produce. It's up to us to fix most of their messes.

    Well I am not quite sure what to do at this point. Apparently installations for certain updates have a variable rate of failing, with no consistant reason as to why. Typically however they are successful with me. Any particular blog, or publisher who actually does most of this work? These 3 seem ok, but your input would be nice :)

    Thank you for valuing my input. Woody Leonhard (askwoody.com) is probably the best. He is definitely my personal favorite. I like that Woody is a straight-shooter and doesn't hold back any criticism when it is due. Günter Born is also a very reliable source. I trust both of them as resources for useful information and advice regarding Windows feature updates and security patches. I don't have anything negative to say about the third source in your links. Chances are great that they're also a very reliable source. I just don't visit that web site very often... rarely ever. If any of these three resources recommend avoiding a particular update, I'd definitely listen to them and recommend following their advice.

    New Out-of-band optional Windows 10 update is only available through Microsoft Update Catalog... Microsoft suggests that you only install this update if you are affected by this issue. See "No need to install it if you don't need it".

    Why should I update when the Mmarch update (that fixed the busted explorer search) works fine and the april update was totally completely garbage?
