Well if my m6500 has it when it turns up its getting sent strait back, I expect it will have been fixed on the precisions at least due to the target market, im paying serious cash so i dont have a buggy bios.

Notebookcheck is based in Europe where they care about things like noise. But honestly it's probably better that you can't find other sites with noise measurements as they would probably be completely incomparable and cause confusion. Ideally someone would test them according to ISO 3741 (sound power), but no one is going to pay an accredited laboratory their testing fee to do so.

I can tell you from direct experience that computer manufactures require their vendors of HDD's, power supplies, etc to prove that their components don't exceed a certain sound power through testing in an accredited lab. I would assume laptop manufacturers measure how loud their complete systems are, but since "quiet" doesn't sell laptops, you rarely see any mention of it in marketing materials, let alone any actual quantification. In other words, I'm pretty sure Dell has measured their M6500 for noise, but you will never get them to give you any information. Websites like Notebookcheck and NBR lack the resources (and expertise) to conduct real acoustic testing, so you are left with surveying subjective impressions across many websites as your only guide.

Pretty much everything from Alienware to Studio to Latitude to Precision is experiencing throttling with i7 if you use CPU and GPU heavily at the same time. You could probably bypass most issues with ThrottleStop (and beefier PSU).

this post that is linked below and a few similar posts like it in the same thread make me hopeful that the m6500 is fairly quiet and cool even under full throttle. I don't think any temp measurements were taken though.

it is also mentioned elsewhere in that thread about the quietness of the fans (in comparison to other laptops) under full load

I've asked about throttling on M6500 here
    http://forum.notebookreview.com/showpost.php?p=5704674&postcount=536
no answers from owners so far.

As you can see, on that post I mentioned the only case I know about a throttling test performed on M6500 (with i7-820QM), results were good (no throttling).
Nevertheless, I think we need at least one more confirmation by testing.
