Ran Prime95 for an hour. Idle temp before was 41c. After an hour it was 74c. All 8 virtual cores are showing 100%. Max CPU temp for the day was 75c.

    Real Temp shows:
    Intel Core i7-920XM
    1995.08 MHz
    133.01 x 15.0
    CPUID 0x106E5
    Load 100.0%

Ran Futuremark 3D Mark 06 three times in a row. GPU temp went from 41c to 53c after an hour of the CPU running Prime95 and little GPU load. Max GPU temp during 3 runs of 3D Mark 06 was 66c.

The CPU multiplier did change during testing. It went from 133.01 x 15 up to 133.01 x 16. Yeah, it overclocked into turbo mode a couple of times.

Anyone have a better test? I am willing to help out as long as any software used is well known as being malware free.

Re-ran the test with IntelBurnTest v2.3 for about 25 minutes at Max Stress and 32 threads. System was already preheated. I was not able to get past 75c with it on the cpu. Results the same. No throttling.

Only interesting thing to note was that with IntelBurnTest v2.3, it runs 5 tests back to back. In between tests the multipliers shoot way up and the temp falls.

Bokeh, did you run Furmark (not Futuremark, but Furmark: http://www.ozone3d.net/benchmarks/fur/) and Prime95 Small FFT at the same time? Because stressing CPU and GPU at the same time seems to be the only way to have throttling (if any).

Using contemporaneously Furmark+Prime95 is now a proven and consistent way to test throttling (a lot of tests have been done, especially on XPS 1645 and 1747, by owners).
I wouldn't be so much confident in other testbeds.

On XPS 1645 there is the "screen brightness + underpowered AC 90W" factor, too (i.e. throttling happens easily with RGBLED screen brightness at maximum, if using the 90W adapter), but I suppose it's not the case for M6500 with 210W AC adapter ...

When I run the Furmark + Prime95 the load on the CPU goes down and it increases the clocks to 17x which is not what I was expecting. Its almost like the system is switching the cpu profile from highly threaded to higher ghz to suit Furmark instead of Prime95. I don't understand the result. I was able to get the GPU to 90c.

CPU load going down seems strange to me too ...
Did you tested CPU load with i7 Turbo (c0 state)?

I have no i7 hardware, so I'm not able to repeat those tests and to help you other that pointing out to available information.
You could ask for help or clarification at "S-XPS 1645 AC Power Throttle Issue Investigation" thread (http://forum.notebookreview.com/showthread.php?t=437800), some users there (especially unclewebb) defined the testbed and operational steps to test throttling.

I figured it out. You have to run both Prime95 and FurMark as Administrator.

When I disabled my the turbo boost, my CPU speeds and temp were actually going down when running FurMark - which would be consistent with throttling. I ran CPU-Z and sure enough the CPU was lowering the multiplier to 7x.

BUT - and this is a big deal - when I ran both Prime95 and FurMark as Administrator, the CPU load stayed up. The GPU was around 85c and the CPU was around 73c.

CPU-Z held steady at 15x. So - No throttling.

    No throttling after 10 minutes.
